A community where men, women, children, ex-offenders, disadvantaged and underserved are respected, and equipped with self-sustainability. We meet individuals where they are, leaving no stone unturned and no one left behind.

Who We Are…

True Abundant Life Community Outreach is a public charitable, faith-based, social service and community development organization.  Founded in 2016, we were officially recognized as a 501©(3) entity in Spring 2019.

Meet the Founder

Reverend Fred L. Chapman

A fifth generation native of the great City of Harrisburg, Reverend Chapman received his formal education from Mansfield University.  He also received his Program Leadership Certification from Penn State University, State College, PA.

Reverend Chapman received his calling into the ministry early in Life and later received his Ordination Certification from the Church of God In Christ O.T. Jones Theological Institute of Learning, Philadelphia Pennsylvania.  He received his Chaplaincy and Pastoral Care certification from the University of Pennsylvania Hospital, Philadelphia Pennsylvania.

Reverend Chapman has served in ministry for 30 years. Previously serving as Elder and Youth Pastor, he organized Men’s conferences, and workshops, focusing on the Mind, Body, and Spirit of the modern-day person.

 

He enjoys life-coaching, teaching, advising, mentorship, spiritual and motivational-speaking. He has encouraged the hearts and minds of individuals not only in the United States, but Canada, Bahamas, United Kingdom, and France.

In 2016, he was called to organize a spiritually based non-profit ministry; True Abundant Life Community Outreach upon the Promise of Jesus that states in, John 10:10 I have come so that they may have life and have it more abundantly.

Reverend Chapman serves as Block Chaplain and Spiritual Advisor as one of his many initiatives, for both men and women who are in the Dauphin County Penal System.
